Pacific and Caribbean

TEC Associates has experience from assignments in the Pacific region (Papua New Guinea, Fiji and Tonga) and in the Caribbean region (Grenada, Guyana and Barbados). Some details are included below.


Grenada
(February 2010 – August 2010)

EU funded technical assistance to introduce the National Water and Sewerage Authority to a culture of excellence, by adopting best business principles and practices in water & sewerage utility management. Responsible for the institutional development and capacity building component to improve operational efficiencies, reducing wastage, strengthening cost recovery and financial management.

Guyana
(February – June 2009)

EU funded formulation study for a Sector Policy Support Programme. Reviewed sector policy harmonisation and assessed the reforms of the national institutions responsible for sea and river defences and the merger of two agencies of the Ministry of Public Works.

Also prepared a Programme Identification and Action Fiches for sector budget support under the 10th EDF.

Guyana

Barbados
(October 2004 – October 2005)

EU funded technical assistance to the Barbados Language Centre.

Developed and introduced methodologies for student testing and evaluation in order to strengthen the in-service teacher training services of the Centre for primary and secondary school foreign language teachers.

Papua New Guinea
(January 2006 – May 2007)

Managed the community development and capacity building components of the EU funded national Rural Water Supply & Sanitation Programme. Developed the selection criteria and implementation procedures for grant funded RWSS projects proposed by national and international Non-State Actors (NSA). The capacity building component involved NSA organisational needs assessment and the development and operationalisation of a capacity building strategy and training plan.

Fiji
(November – December 1995)

Evaluation mission to review EU funding to the Centre for Appropriate Technology and Development (CATD). Evaluated the effectiveness and efficiency of CATD’s short and long-term education programmes for village level technicians as well as the promotion of appropriate technologies and rural development.
